The proposed text for the COP27 leaves out Indias proposal on fossil fuels
The initial text of the climate agreement, which was released by the UN on Thursday, omits the phase-down of all fossil fuels, which was proposed by India and backed by the European Union and many other nations.
In accordance with national conditions and acknowledging the need for assistance for equitable transitions, the draught recommends “the continuous efforts to speed steps towards the phase down of unabated coal power and phase out and rationalise wasteful fossil fuel subsidies.”
The Glasgow Climate Pact from the previous year had essentially the same language.
The Indian negotiators do not wish to comment “since conversations are going on,” an Environment Ministry spokeswoman stated when reached. Additionally, the cover content makes no mention of the debut date or details of a loss and damage finance facility.
Poor and developing nations have insisted that the COP27 come to a conclusion with a decision to establish a fund to deal with loss and damage, a phrase for the irreversible devastation brought on by climate change-related disasters.
It “stresses the importance of exerting all efforts at all levels to achieve the Paris Agreement temperature goal of holding the increase in the global average temperature to well below 2 degree Celsius above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5 degree Celsius above pre-industrial levels,” according to the text.
The Glasgow Pact was one of the longest cover texts in the history of UN climate summits; nevertheless, the 20-page document, dubbed a “non-paper” by the UN Framework Convention on Climate Change, is 8,400 words longer.
On Saturday, India had suggested that the negotiations end with a resolution to “scale down” all fossil fuels, not just coal. In a statement to the media on Tuesday, EU Vice President Frans Timmermans said that the EU would welcome India’s plan “provided it builds on what we previously agreed in Glasgow.”
Indian negotiators had informed the Egyptian COP27 chair that reaching the long-term aim of the Paris Agreement “needs the phase down of all fossil fuels,” citing the IPCC’s Sixth Assessment Report. According to the best available evidence, “selective singling out of sources of emissions, for either labelling them more dangerous or labelling them ‘green and sustainable’ even though they are producers of greenhouse gases, has no justification.”

Navi Mumbai Police Arrest African National With Rs 1 Crore Worth Of Cocaine In Ulwe
The Anti-Human Trafficking Unit (AHTU) of Navi Mumbai Police arrested Jeorge Ocante DaSilva, a 35-year-old native of Guinea, on Monday for possessing 410 grams of cocaine, allegedly intended for illegal sale. Acting on a tip-off, API Alka Patil of the AHTU led a raid at RM Heights Building in Ulwe, where DaSilva was found in possession of the narcotics.
Around 2:30 p.m. on October 28, officers discovered 410 grams of cocaine, valued at approximately Rs 1,02,50,000, hidden in DaSilva’s bedroom. Authorities also seized a mobile phone, a black Tabata weighing scale, scissors, plastic packaging bags, and a sky bag, bringing the total seizure value to Rs 1,02,55,610.
An FIR was filed at Panvel City Police Station under Sections 8(a) and 21(a) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Dasilva was presented in court and remanded to police custody until October 31, 2024. Investigations are ongoing, with the Crime Branch seeking potential accomplices and sources of the narcotics. Notably, Dasilva has a prior NDPS case registered at Nahar Police Station in Mumbai.
