For The NAINA Project, CIDCO Approves Town Planning Schemes 1 Through 12 And Issues Tenders Totaling ₹6,414 Crore

The Navi Mumbai Airport Influence Notified Area (NAINA) project has seen a noteworthy development as the City and Industrial Development Corporation (CIDCO) authorized Town Planning Schemes (TPS) 1 through 12 and released tenders for the project. The planning body recently launched proposals of Rs 3,300 Crore for TPS 8–12, while in March 2024 it released tenders worth Rs 3,114 Crore for TPS 2–7. Every infrastructure project associated with TPS 1 has already been finished.

“The vice chairman and managing director (VCMD) has cleared TPS 1 through 12, and in accordance with the authority granted to him, bids were launched. Even as its clearance is pending, the VCMD is also authorized to float road tenders for TPS 11 and 12, according to a senior CIDCO official.

Within the allotted time, CIDCO, the NAINA project’s special planning authority, finished the procedures for each town planning concept. “With regard to TPS 11 and 12, the state government will now designate an arbitrator to hear any public concerns, hold a hearing to address them, and then submit a report to the government for approval,” the source continued.

Noting that 174 villages within a 25-kilometer radius of the proposed airport are within NAINA, the official stated that CIDCO will not be developing gaothans that already have habitat and do not require the involvement of the planning agency for further development. Of these, 80 villages are under the Mumbai Metropolitan Region Development Authority’s (MMRDA) authority since the MMRDA has also taken on the development of certain regions, mostly along the Mumbai Trans Harbour Link (MTHL).

In addition to additional infrastructure development for TPS 2 to 7 in the 94 villages under NAINA, CIDCO has published proposals for the completion of projects including road construction, drainage, sewage, street lighting, VUPs, and PUPs in March 2024. The deadline for finishing the work is three years, for those who are bidding on it.

The Ministry of Environment, Forests & Climate Change (MoEF&CC) placed a significant condition on the CIDCO when it granted environmental clearance for the proposed international airport. The condition stated that the masterplan and development plan of Navi Mumbai would need to be revised and recast in light of the airport development. It also requested the CIDCO to make sure that the area around the proposed airport doesn’t see any haphazard or uncontrolled expansion.

Instead of acquiring property, the proposal suggests that villages pool their land, with CIDCO keeping 60% of it for infrastructure development and the project’s impacted population receiving the remaining 40% with 2.5 FSI. The residents are not entitled to any financial compensation from CIDCO.

Navi Mumbai Police Arrest African National With Rs 1 Crore Worth Of Cocaine In Ulwe

The Anti-Human Trafficking Unit (AHTU) of Navi Mumbai Police arrested Jeorge Ocante DaSilva, a 35-year-old native of Guinea, on Monday for possessing 410 grams of cocaine, allegedly intended for illegal sale. Acting on a tip-off, API Alka Patil of the AHTU led a raid at RM Heights Building in Ulwe, where DaSilva was found in possession of the narcotics.

Around 2:30 p.m. on October 28, officers discovered 410 grams of cocaine, valued at approximately Rs 1,02,50,000, hidden in DaSilva’s bedroom. Authorities also seized a mobile phone, a black Tabata weighing scale, scissors, plastic packaging bags, and a sky bag, bringing the total seizure value to Rs 1,02,55,610.

An FIR was filed at Panvel City Police Station under Sections 8(a) and 21(a) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Dasilva was presented in court and remanded to police custody until October 31, 2024. Investigations are ongoing, with the Crime Branch seeking potential accomplices and sources of the narcotics. Notably, Dasilva has a prior NDPS case registered at Nahar Police Station in Mumbai.
