NMMC Takes Action Against Wooden Box Makers Next To APMC

The Issue

Controversy has been generated by the Navi Mumbai Municipal Corporation’s (NMMC) recent decision to clamp down on vendors making wooden boxes on Samaik Road, which is next to the APMC fruit market. The APMC management has taken offense at the municipal effort, which aims to recover walkway space, claiming control over the region.

Wooden crates are in high demand to aid shipping as March marks the beginning of the busiest month for hapus mango sales. As a result, vendors opened their businesses near the APMC fruit market, particularly on Samaik Road. The Municipal Corporation, however, carried out the crackdown, considering the footpath occupation to be an encroachment, invoking its authority under the Municipal Corporation Act and the Maharashtra Regional and Town Planning Act, 1966.

Various interpretations of the laws regulating the powers of market committees and municipal corporations are the root cause of this conflict of authority. The Municipal Corporation claims the authority to control encroachments inside municipal boundaries, even though the Market Committee, acting under the Maharashtra Agricultural Produce Marketing (Regulation) Act, grants permits to companies operating within its jurisdiction.

But the APMC administration argues—and emphasizes their claim to the space behind the fruit market—that the dealers had been operating under permits approved by the Board of Directors. APMC Executive Engineer Suresh Mohade expressed concern with the Municipal Corporation’s lack of contact, noting efforts to have a conversation before the enforcement action.

Previous safety incidents, most notably a fire in November 2022 that destroyed wooden boxes and paper cartons, have made the problem worse. Even after the fire, a committee constituted by the Navi Mumbai Municipal Corporation condemned encroachments, but the APMC administration allowed businesses to continue operating along the road.

Navi Mumbai Police Arrest African National With Rs 1 Crore Worth Of Cocaine In Ulwe

The Anti-Human Trafficking Unit (AHTU) of Navi Mumbai Police arrested Jeorge Ocante DaSilva, a 35-year-old native of Guinea, on Monday for possessing 410 grams of cocaine, allegedly intended for illegal sale. Acting on a tip-off, API Alka Patil of the AHTU led a raid at RM Heights Building in Ulwe, where DaSilva was found in possession of the narcotics.

Around 2:30 p.m. on October 28, officers discovered 410 grams of cocaine, valued at approximately Rs 1,02,50,000, hidden in DaSilva’s bedroom. Authorities also seized a mobile phone, a black Tabata weighing scale, scissors, plastic packaging bags, and a sky bag, bringing the total seizure value to Rs 1,02,55,610.

An FIR was filed at Panvel City Police Station under Sections 8(a) and 21(a) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Dasilva was presented in court and remanded to police custody until October 31, 2024. Investigations are ongoing, with the Crime Branch seeking potential accomplices and sources of the narcotics. Notably, Dasilva has a prior NDPS case registered at Nahar Police Station in Mumbai.
