Maharashtra police filed a FIR against IPS officer Rashmi Shukla
The Maharashtra government, led by Uddhav Thackeray, has charged former Pune commissioner Rashmi Shukla for her alleged complicity in the unlawful phone tapping of state Congress president Nana Patole as part of its efforts to track down the IPS officer who revealed the transfer scam in 2020. The FIR against Rashmi Shukla was filed at Bund Garden police station in Pune, as per Maharashtra government rules. Officials said the charge was filed under Section 26 of the Indian Telegraph Act of 1885.
Shukla, a former Pune police commissioner, is presently assigned to the Central Reserve Police Force (CRPF) in Hyderabad as assistant director-general.
Patole filed a lawsuit last year alleging that his phone was tapped between 2016 and 2017 on the pretense that it belonged to one Amjad Khan, who was involved in “narcotics smuggling.” Patole further claimed that the phones of Union minister Roasaheb Danve’s assistant, former BJP MP Sanjay Kakade, and other elected officials had been tapped. “There was no cause to tap my phone while I was a member of Parliament in 2016-17.” He has previously stated, “This is an attempt to derail political careers.”

Devendra Fadnavis, the former Chief Minister of Maharashtra and the leader of the Opposition, said on March 23 that Chief Minister Uddhav Thackeray opted not to act on a report revealing a scam involving the transfer of police employees that had been brought to his attention. He went on to say that CM Thackeray chose to remain silent to rescue his administration.
He disclosed that the Maharashtra government was more concerned with punishing Rashmi Shukla, a whistle-blower who may have handed data to the previous chief minister, than with establishing his charges.

Rashmi Shukla, Commissioner of the State Intelligence Department, informed Director General of Police Subodh Kumar Jaiswal about the suspected transfer scam in a letter dated August 2020.
“After receiving numerous complaints alleging that a network of brokers had emerged, particularly individuals with firmly ingrained political connections, are engaged in arranging desired postings for police officers in exchange for massive monetary compensation,” the letter, dated August 25, 2020, states.
Rashmi Shukla stressed that the situation should be brought to the notice of Chief Minister Uddhav Thackeray, as it would jeopardize the current dispensation’s reputation. DHP Jaiswal responded to the letter a day later, acknowledging receipt. He, too, suggested that the subject be brought before Uddhav Thackeray and that the claims be thoroughly investigated.
