Despite NGT orders, CIDCO is facing criticism for continuing soil testing on the contested CRZ plot in Nerul

The City and Industrial Development Corporation (CIDCO) has halted soil testing on Plot No. 2A in Nerul, Navi Mumbai, which is a noteworthy development. The 25,000 square meter property is located in the Coastal Regulation Zone (CRZ) and is part of Sectors 54, 56, and 58. Despite an interim decision from the National Green Tribunal (NGT) on August 22, 2022, telling CIDCO not to proceed with the tendering process, residents objected to CIDCO’s auctioning of the site.

The ecologically minded citizens of Navi Mumbai had objected to the plot’s auction and had asked CIDCO not to dispose of it in any way.

The land lies inside CRZ-IA and CRZ-II, according to the NGT’s final order on October 11, 2023, making any building activity illegal under the CRZ Notification, 2011. CIDCO was given a very explicit instruction: the land cannot be sold, transferred, or leased in any way for the purpose of building a home or business. According to the Navi Mumbai Municipal Corporation’s (NMMC) draft development plan, the NGT recommended using the space as a garden or social facility.

“CIDCO has requested a review of the aforementioned order in a review application that it filed with the NGT. The hearing is scheduled for April 2, 2024. The final ruling of October 11, 2023 remains in effect since there have been no interim orders made in this matter. Despite this, on January 24, 2024, it was noticed that the contested plot was being used for soil testing through digging and drilling operations. When the activists asked the laborers doing the drilling, they discovered that CIDCO was the one ordering them to do this.

Rekha Sankhla, a resident of Navi Mumbai, stated that over 350 people raised the matter proactively and questioned CIDCO about why it hurried any action on the contested land when their review petition is still pending with the NGT.

It has been learned that the laborers want to dig down to a depth of at least 10 meters till they reach a sample of stable rock. They have already excavated to a depth of 7 meters. Sankhla said, “But the work has stopped now, and it appears the laborers have found the rock.”

The Anti-Human Trafficking Unit (AHTU) of Navi Mumbai Police arrested Jeorge Ocante DaSilva, a 35-year-old native of Guinea, on Monday for possessing 410 grams of cocaine, allegedly intended for illegal sale. Acting on a tip-off, API Alka Patil of the AHTU led a raid at RM Heights Building in Ulwe, where DaSilva was found in possession of the narcotics.

Around 2:30 p.m. on October 28, officers discovered 410 grams of cocaine, valued at approximately Rs 1,02,50,000, hidden in DaSilva’s bedroom. Authorities also seized a mobile phone, a black Tabata weighing scale, scissors, plastic packaging bags, and a sky bag, bringing the total seizure value to Rs 1,02,55,610.

An FIR was filed at Panvel City Police Station under Sections 8(a) and 21(a) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Dasilva was presented in court and remanded to police custody until October 31, 2024. Investigations are ongoing, with the Crime Branch seeking potential accomplices and sources of the narcotics. Notably, Dasilva has a prior NDPS case registered at Nahar Police Station in Mumbai.
