Appointment of Dr Rahul Gethe as Deputy Municipal Commissioner in Navi Mumbai disputed
According to the Maharashtra Karmchari Union, the Navi Mumbai Municipal Corporation (NMMC) breached the Maharashtra Municipal Corporations Act when it appointed Dr. Rahul Gethe, a former officer on special duty to chief minister Eknath Shinde, as the Deputy Municipal Commissioner (Encroachments).
In September 2023, the Maharashtra Karmchari Union president, Ravindra Sawant, filed a writ case in the Bombay High Court contesting Dr. Gethe’s appointment. On December 15, the HC rejected the petition and instructed the petitioner to bring up the issue with the Secretary of the Department of Urban Development first. Sawant has now sent a letter to the UD Secretary requesting that the appointment be revoked in 15 days.
As the DMC of NMMC, Dr. Gethe assumed leadership on August 28, 2023. He was moved internally to the property department in September, and he was charged with encroachment once more in December. He has previously worked as the Chief Minister’s OSD and as a medical officer for the Shahapur district.
“Both the state administration and NMMC have disregarded many legal requirements in order to get Gethe chosen as the DMC. “Gethe lacks seniority and is not allowed to assume administrative roles as an MBBS doctor,” a top NMMC official stated on the condition of anonymity. It has been said that the state’s direct selection of Gethe set a bad precedent and jeopardized the corporation’s ability to operate independently. By choosing to designate an officer on deputation permanently, the state government is depriving NMMC of its administrative authority. Sawant stated, “This is the first appointment of its sort that compromises NMMC’s ability to nominate officials of quality. Six of the eleven DMC positions are filled by NMMC appointments, while five are filled by state deputations.
While Dr. Gethe and Municipal Commissioner Rajesh Narvekar denied the accusations and declined to comment on a topic that was under investigation. RTI advocates claim that the development has political motivations. “In vote bank politics, encroachment department is very important. The government is only making sure that the competitors are under the appropriate amount of pressure by appointing a specific person, according to RTI activist Rajiv Mishra.
