All cases involving Param Bir Singh and Anil Deshmukh be sent to the CBI
The Maharashtra government has been ordered to submit all cases relating to the conflict between former Mumbai Police Commissioner Param Bir Singh and ex-minister Anil Deshmukh to the Central Bureau of Investigation, according to a major development (CBI). The highest court panel, led by Justice Sanjay Kishan Kaul, ruled that the CBI must conduct an independent investigation into the issue. Future FIRs will be handed to the central agency, according to the court.
“We’re not saying anyone engaged here is washed with milk, and we’re also not saying someone is a whistle-blower,” the court stated, adding that “the necessities in the development of principles of natural justice need the inquiry to be moved to CBI.”
The Maharashtra police had previously argued to the Supreme Court that the former top officer could not be termed a “whistle-blower” since he only spoke out against suspected corruption involving former home minister Anil Deshmukh after his transfer.
‘The CBI must conduct an independent investigation.’
While refusing to lift Param Bir’s suspension, the Supreme Court noted that the CBI must conduct an impartial investigation to determine whether these FIRs are the result of Singh raising the red flag. The court stated, “We are not witnessing anything of merit.”
“We are unable to accept the high court’s finding that these are service issues and the set-aside. As a result, we grant the appeal and order that all subsequent proceedings be moved to CBI, with all records being turned over within one week of today “Added the SC.
Param Bir Singh was removed from his position as Mumbai Police Commissioner on March 17, 2021, and shifted to a “low-key” position as Commandant General, Home Guards, for allegedly mismanaging the investigation into an explosive-laden vehicle found near Mukesh Ambani’s residence in Mumbai in February of last year, in which Sachin Vaze was arrested by the NIA.
The Maha Vikas Aghadi (MVA) administration launched an investigation into Param Bir Singh’s alleged malfeasance on April 10. The investigation’s main goal was to figure out how officers like fired API Sachin Vaze, who worked under then-Mumbai CP Singh, went rogue.
Following that, Singh wrote to Mumbai Chief Minister Uddhav Thackeray, stating that Anil Deshmukh had instructed Vaze to extort Rs 100 crore per month from 1,750 pubs, restaurants, and other businesses in the city. Singh was then subjected to disciplinary action by the state. Later, the ex-top officer petitioned the Supreme Court to have the charges against him turned over to the CBI.

The Anti-Human Trafficking Unit (AHTU) of Navi Mumbai Police arrested Jeorge Ocante DaSilva, a 35-year-old native of Guinea, on Monday for possessing 410 grams of cocaine, allegedly intended for illegal sale. Acting on a tip-off, API Alka Patil of the AHTU led a raid at RM Heights Building in Ulwe, where DaSilva was found in possession of the narcotics.
Around 2:30 p.m. on October 28, officers discovered 410 grams of cocaine, valued at approximately Rs 1,02,50,000, hidden in DaSilva’s bedroom. Authorities also seized a mobile phone, a black Tabata weighing scale, scissors, plastic packaging bags, and a sky bag, bringing the total seizure value to Rs 1,02,55,610.
An FIR was filed at Panvel City Police Station under Sections 8(a) and 21(a) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Dasilva was presented in court and remanded to police custody until October 31, 2024. Investigations are ongoing, with the Crime Branch seeking potential accomplices and sources of the narcotics. Notably, Dasilva has a prior NDPS case registered at Nahar Police Station in Mumbai.
