NMMC to Move Court Against State Directive on Urban Renewal Scheme
Sagar Naik says civic body will oppose the directive until a comprehensive impact assessment is conducted to protect Navi Mumbai’s infrastructure and residents’ quality of life.
The Scheme
The Navi Mumbai Municipal Corporation (NMMC) will approach the court against a state government directive concerning the implementation of the Urban Renewal Scheme (URS), said civic official Sagar Naik.
Sagar Naik said the corporation has a responsibility to protect the fundamental rights and quality of life of every Navi Mumbai resident. He stressed that any increase in Floor Space Index (FSI) under the Development Control and Promotion Regulations (DCPR) must be preceded by a detailed impact assessment to evaluate its effect on the city’s infrastructure and carrying capacity.
He explained that the URS, which permits higher FSI, was originally designed for highly congested areas with narrow roads, limited accessibility and dense populations. The scheme aims to facilitate planned redevelopment in such locations. However, applying it in areas where regular redevelopment is already possible could encourage unnecessary high-density construction, primarily benefiting developers.
Sagar Naik expressed concern that large-scale development in areas such as Narsoli could put additional pressure on essential civic infrastructure, including water supply, drainage networks and roads. This could also affect the availability of services for residents in other parts of the city.
He maintained that the URS should first be considered in areas where it is genuinely required. The corporation had earlier decided to withhold approvals until a comprehensive impact assessment was completed. Following the state government’s directive, NMMC will seek legal advice and file a petition challenging the decision. Naik reiterated that the civic body would not compromise the city’s carrying capacity and residents’ long-term interests in the name of development.

Weekly water shutdowns introduced in several nodes as CIDCO faces a daily shortfall of 50 million litres.
The Water Cut
CIDCO has announced a 15% water cut across areas under its jurisdiction in Navi Mumbai from November 2 due to a daily water shortage of 50 million litres. The restrictions will remain in force until further notice.
CIDCO currently receives around 311 million litres of water per day (MLD), against an estimated requirement of 361 MLD, resulting in a shortfall of 50 MLD.
As part of the measures, several areas will face a complete 24-hour water shutdown once a week. Kharghar and New Panvel East will face the shutdown on Mondays, while New Panvel West and parts of Ulwe will be affected on Tuesdays. Kalamboli will face restrictions on Wednesdays, Karanjade on Thursdays, and Taloja, Kalundre and Kamothe on Fridays.
Some parts of Ulwe and Dronagiri will receive water on alternate days. The shortage has particularly affected Kharghar and Taloja, where residents have reported low water pressure and inadequate supply. CIDCO has deployed water tankers and is monitoring their distribution through GPS tracking and CCTV surveillance.
The authority has appealed to residents to use water carefully, avoid washing vehicles with drinking water, prevent overhead tanks from overflowing and repair leaking taps and pipelines. The restrictions aim to manage available resources amid the continuing shortage.
