Adani Defers Plan to Shift International Flights to Navi Mumbai Airport
Airlines Raise Concerns Over Proposed Relocation, Existing Flight Slots to Remain Unchanged During Winter Schedule.
The Shift
The Adani Group has deferred its plan to shift some international flights from Chhatrapati Shivaji Maharaj International Airport in Mumbai to Navi Mumbai International Airport following objections from airlines and discussions with the Union Civil Aviation Ministry.
Mumbai International Airport Ltd (MIAL), which operates Mumbai airport, had proposed shifting 265 of its 770 weekly international flight slots to Navi Mumbai from October 25, 2026. The move was intended to ease congestion and support the redevelopment of Mumbai airport’s ageing Terminal 1. However, several airlines expressed concerns about the proposed relocation and sought clarity on terminal capacity, passenger handling and the operational arrangements required to move flights between the two airports. Following discussions with the Civil Aviation Ministry, MIAL agreed to maintain the existing airline slot allocations throughout the winter schedule, which runs until March 2027.
The airport operator has also indicated that any future transition will be planned in consultation with airlines to minimise operational difficulties and inconvenience to passengers. The redevelopment of Terminal 1 at Mumbai airport is aimed at upgrading infrastructure and improving passenger-handling capacity.
Further discussions between the airport operator and airlines are expected to help determine how flight operations can be distributed between Mumbai and Navi Mumbai airports in the future. The decision offers temporary relief to airlines while consultations continue on the proposed shift of international flights.

NMMC Plans to Raise Rs 400 Crore Through Bonds for Key Development Projects
Funds to Support Waste Management, Airoli-Ghansoli Bridge and Wastewater Recycling Initiatives.
Development Projects
The Navi Mumbai Municipal Corporation (NMMC) plans to raise Rs 400 crore through municipal bonds in the first phase to finance three major infrastructure projects. The proposal is scheduled to be presented before the civic body’s Standing Committee for consideration.
The planned bond issue is part of NMMC’s broader development programme, which includes projects worth Rs 31,387 crore over the next five years. Since arranging the entire amount at once would be challenging, the corporation intends to raise funds in phases through bonds and other financial sources.
The proposed Rs 400 crore fundraising includes Rs 200 crore through general municipal bonds and another Rs 200 crore through green bonds, which are intended to support environmentally beneficial projects. The funds will be used for an integrated waste management facility at the Turbhe dumping ground, the proposed Airoli-Ghansoli creek bridge to improve connectivity, and a tertiary wastewater treatment plant to enable the reuse of treated sewage.
NMMC also plans to seek assistance under the Central Government’s Urban Challenge Fund, subject to the scheme’s eligibility requirements. To facilitate the bond issue, the corporation has initiated steps to appoint financial advisers, credit rating agencies and legal experts. However, approval from the Maharashtra government will be required before the bonds can be issued. The proposed fundraising is expected to help the civic body advance key infrastructure and environmental projects while spreading development expenditure over a longer period.

Dr Kailas Shinde Directs Officials to Improve Civic Services, Tackle Pollution and Address Public Grievances.
The Welfare Schemes
Navi Mumbai Municipal Corporation (NMMC) Commissioner Dr Kailas Shinde has directed officials to digitize the entire process of welfare schemes, from application submission to the direct transfer of benefits into beneficiaries’ bank accounts.
The civic body currently offers 141 online services, including 68 government-mandated public services. Shinde instructed departments to bring all welfare schemes for women, children, students, persons with disabilities, senior citizens and disadvantaged communities onto the online platform to make them more accessible. He also directed officials to digitize bookings for civic halls, playgrounds and other public spaces, including security deposit refunds. The health department was asked to improve online monitoring of medicine stocks and ensure accountability.
To prevent the theft of cables and electrical equipment from streetlight poles, the commissioner called for expanded CCTV surveillance and additional preventive measures. Dr Kailas Shinde also ordered stricter action against encroachments on footpaths. Licensed stalls are to be shifted to alternative locations, while unauthorised stalls must be removed. Officials were asked to geo-tag footpaths and inspect their height and roadside drainage systems.
To curb air pollution, he stressed mechanised sweeping and brushing along major roads, including the Sion-Panvel Highway, Thane-Belapur Road and Palm Beach Road. Authorities were also directed to act against vehicles transporting construction materials without proper covers. Ahead of Diwali, officials must issue guidelines to reduce noise and air pollution caused by firecrackers. Department heads have also been instructed to review public grievances weekly and ensure timely responses to Right to Information applications.
