Navi Mumbai prison chief pulled up for non-compliance in 2011 serial blast case.

The Case

On Thursday, a special court in Mumbai requested the superintendent of the Taloja Central Prison in Navi Mumbai to explain why he should not face contempt charges for disobeying court orders.

The court asked him this after the special judge issued numerous directives but Nadeem Shaik, an accused who was leading his trial in person as a party in the Mumbai triple explosion case, had not been physically presented in court. On July 13, 2011, three explosions occurred in Mumbai’s Zaveri Bazar, Opera House, and Kabutar Khana, resulting in over 140 injuries and 21 fatalities.

Police claim that Yasin Bhatkal, a co-founder of the Indian Mujahideen, was crucial in obtaining explosives and creating the improvised explosive devices, or IEDs, that were used in the explosions. Nadeem Shaikh, Naqi Shaikh, Haroon Rasheed Naik, and Kanwarnain Pathreja were all taken into custody in January 2012. Eleven defendants were detained in relation to the case; one of them passed away while the trial was still ongoing. Some are in a Bengaluru prison, and others, like Yasin Bhatkal, are detained at the Tihar Jail.

There was also no video conference used to produce the accused who were stationed outside of Maharashtra. The witnesses’ evidence is presently being recorded by the court. In this case, 123 witnesses have been questioned by the prosecution thus far. “As Nadeem Shaikh is conducting this case as a party in person, the Superintendent of Central Prison, Taloja, has already been repeatedly asked and directed to bring Shaikh personally before this court. But special Judge BD Shelke stated, “The Superintendent of Central Prison, Taloja, is not following the orders given by this Court.”

Thus, the judge had ordered the jail administration to bring Shaikh in person before this court on all scheduled dates. In addition, the Prison Superintendent was instructed to submit his response explaining why he should not be found in contempt for disobeying the court’s orders on occasion. “If he doesn’t submit his response in a week, a contempt case will be brought against him. The judge said, “An authenticated copy of this order will be sent to Superintendent, Central Prison, Taloja.”

The Renovation

The D Y Patil Stadium in Nerul will remain unavailable for sporting events, concerts and other major programmes for around 18 to 20 months as renovation work has begun at the venue.

The work started about five to six days ago and is mainly aimed at improving facilities for spectators. The existing spectator stands will not be demolished or reconstructed. As part of the renovation, additional washrooms will be constructed on the second and third levels. Food areas on these floors will also be expanded so that spectators can access food and washroom facilities more conveniently without having to move between floors.

The stadium’s pavilion will undergo a major revamp, with additional space being created for hospitality facilities. According to an official associated with the stadium, the basic structure of the spectator stands will remain unchanged, while the pavilion will be renovated. The prolonged closure is expected to affect Navi Mumbai’s event calendar, as the stadium has hosted several major cricket and football matches, along with large concerts and other events.

The renovation is aimed at providing spectators with improved amenities and a better overall experience once the stadium reopens.

ACB Arrests Three in Rs 1 Lakh Land Record Bribery Case in Uran

The Navi Mumbai unit of the Anti-Corruption Bureau (ACB) has arrested a Mandal Officer, a Talathi and a private assistant in connection with an alleged Rs 1 lakh bribery case in Chirner, Uran. According to the ACB, the complainant wanted to update the 7/12 land record of a property by adding the names of his deceased sister’s legal heirs and removing the name of his deceased brother.

The ACB alleged that Mandal Officer Keshav Dagdu Mohite and Talathi Jayhind Birsha Koli demanded Rs 1 lakh from the complainant to process the changes. The complainant subsequently approached the ACB, which verified the alleged demand. On October 6, the ACB laid a trap after Mohite allegedly instructed the complainant to hand over the money to his private assistant, Monika Vignesh Patil. Patil allegedly accepted the Rs 1 lakh and handed it to Mohite, following which both were apprehended by the ACB team.

Talathi Koli was subsequently taken into custody from Dronagiri. A case has been registered against all three under relevant provisions of the Prevention of Corruption Act, 1988. The ACB is conducting further investigation into the case. The arrests highlight the agency’s continued action against alleged corruption in revenue-related services and land record procedures in the Navi Mumbai region.

Ghansoli Residents Protest Over Water Shortage

Simplex Colony residents demand regular water supply as households receive water for barely 15–20 minutes a day.

The Shortage

Residents of Simplex Colony in Ghansoli are facing severe water shortage, with around 16,000 people reportedly receiving water for only 15 to 20 minutes a day and at low pressure. The situation has caused considerable inconvenience to residents struggling to meet their daily needs.

Angry over the continued shortage, residents have warned of further protests and demanded that the Navi Mumbai Municipal Corporation (NMMC) ensure a regular water supply, preferably twice a day.

Residents had earlier staged a protest march carrying empty water pots to highlight their difficulties. However, they claim that the situation has not improved. They have urged the civic administration to plan water distribution according to the area’s population, number of residential buildings and available storage facilities. Residents are also concerned that the situation could become worse following the 10% water cut announced by the authorities. They have called for the water-cut measures to be implemented uniformly across Navi Mumbai so that certain areas do not face disproportionate shortages.

NMMC Commissioner Dr Kailas Shinde and Water Supply Committee Chairman Ravikant Patil have assured residents that a meeting will be held to discuss the issue and find a solution. Residents have appealed to the civic administration to take immediate steps to restore adequate and regular water supply in the area.
