To Guarantee Quality, Probe Officers Will Get One Case Each Month: Navi Mumbai Police Commissioner

According to Navi Mumbai Police Commissioner Milind Bharambe, who stated that his force is prepared for an efficient application of the new criminal legislation, an investigating officer will only be allocated one significant case each month for a quality investigation.

In Maharashtra’s Navi Mumbai township on Monday, Bharambe informed reporters that the Navi Mumbai Police had received training to ensure the quality of their investigations in cases, which are anticipated to rise with the ability to make an e-complaint under the new criminal laws.

“The number of investigation officers at each police station in Navi Mumbai has been increased to 50-60 per cent as training has been given to the personnel at each police station level, and to maintain the quality of probe, an IO will be given only one major case in a month,” according to him. On Monday, three new criminal laws went into force, significantly altering India’s criminal justice system.

The colonial-era Indian Penal Code, Code of Criminal Procedure, and Indian Evidence Act were superseded, respectively, by the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam.

According to the official, the Navi Mumbai Police has trained its staff to preserve the calibre and professionalism of their investigations into a variety of instances in light of the new criminal laws that have gone into force.

“There is an option to register an e-complaint under the new criminal legislation, which will lead to a rise in instances. Therefore, there’s a chance that investigating officers would experience pressure in cases, which might result in cases being bungled, ignored, or left unfinished, and the officer might not handle a case fairly,” he stated. The official said that the IOs need time for any meaningful investigation.

According to him, the Navi Mumbai Police have instituted a mechanism that evenly divides the burden among the IOs in light of the current circumstances.

Bharambe added that skilled case investigation and the gathering of scientific evidence are highly valued. He stated that the Navi Mumbai Police had been using a systematic method of gathering evidence even before the new rules were passed.

According to Bharambe, the Navi Mumbai Police used the ‘Yatharth’ method, which involves filming the crime scene, victim statements, and incident site as part of the investigation to prevent any form of evidence manipulation throughout the process. He said, “I-Bikes and I-Cars” are available for the Navi Mumbai Police to attend to an incident site and gather evidence in a scientific manner.

The Anti-Human Trafficking Unit (AHTU) of Navi Mumbai Police arrested Jeorge Ocante DaSilva, a 35-year-old native of Guinea, on Monday for possessing 410 grams of cocaine, allegedly intended for illegal sale. Acting on a tip-off, API Alka Patil of the AHTU led a raid at RM Heights Building in Ulwe, where DaSilva was found in possession of the narcotics.

Around 2:30 p.m. on October 28, officers discovered 410 grams of cocaine, valued at approximately Rs 1,02,50,000, hidden in DaSilva’s bedroom. Authorities also seized a mobile phone, a black Tabata weighing scale, scissors, plastic packaging bags, and a sky bag, bringing the total seizure value to Rs 1,02,55,610.

An FIR was filed at Panvel City Police Station under Sections 8(a) and 21(a) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Dasilva was presented in court and remanded to police custody until October 31, 2024. Investigations are ongoing, with the Crime Branch seeking potential accomplices and sources of the narcotics. Notably, Dasilva has a prior NDPS case registered at Nahar Police Station in Mumbai.
