Following Punjab, the Congress is now split in Haryana over Chandigarh and the Satluj Yamuna Link (SYL) canal. Former CM Bhupinder Singh Hooda and state Congress president Kumari Selja are holding parallel talks with state party MLAs, according to media reports. Hooda will hold a gathering of the Congress Legislative Party in the capital, while Selja will hold a meeting in Chandigarh.

The concerns, namely the Chandigarh issue and the SYL issue, are being discussed in both sessions, according to sources. Selja’s gathering drew four Congress MLAs, while the remaining will join Hooda in New Delhi. The Congress is formulating a divided strategy for the Haryana Assembly Session, which begins on Tuesday.

It’s worth noting that the Punjab Assembly, led by Chief Minister Bhagwant Mann, passed a resolution on Friday urging the Union government to swiftly transfer Chandigarh to Punjab. Punjab Chief Minister Bhagwant Mann moved this motion at a one-day special session of the state Assembly, which was supported by all AAP, Congress, Shiromani Akali Dal, and BSP MLAs. BJP MLAs, including the party’s state unit head Ashwani Sharma, staged a walkout before the vote, claiming they were not allowed to finish their points voicing objections to the motion.

The Congress Party’s Parliamentary Meeting

This comes ahead of a meeting of the Congress Parliamentary Party (CPP) on Tuesday, April 5 to plan for the budget session’s last leg. Sonia Gandhi, the interim Congress President, will chair the meeting in Parliament on Tuesday at 9.30 a.m. The ‘Criminal Procedure (Identification) Bill’ and the ‘Delhi Municipal Corporation (Amendment) Bill’ are two of the seven pieces of legislation set to be debated in the Rajya Sabha in the final week of the current budget session. Six of the seven bills on the Rajya Sabha’s agenda have been passed by the Lok Sabha before. The disputed Criminal Procedure (Identification) Bill, 2022, enacted in the Lok Sabha, aims to collect biological and physical details of the accused and convicted to keep records (including finger and retina scans). The budget session’s final phase began on March 14 and will end on April 8.
